The congress took place at the city of Durango, in the conference room called: "Bicentenario" or commonly known as "Former Intership Juana Villalobos".

In the year 1937 the former Intership Juana Villalobos opened its doors for the first time to the sons of the army, where hundreds of children were taken to cover the needs they had and were given a place to eat, sleep and study while being locked inside the walls that look like a fort that is hard to pass through. After working for 60 years the intership stopped working and became a Cultural Set for Durango. Nowadays works as a conference room or ballroom.
